SR-14 and the Antelope Valley Freeway grade eat range on the climb. Sierra Hwy, Crown Valley Rd, and Escondido Canyon Rd eat range on local trips. Palmdale sits farther up the 14 into the same desert basin. Santa Clarita sits down-canyon toward the valley. A home wall pack keeps the fridge cold. It doesn’t add miles to a car already on the shoulder. A Tesla Powerwall at home doesn’t rescue a dead EV.

If the EV won’t move, the backup is on-site charging or a 12V jump

Two failures can look similar from the curb. An empty traction pack won’t move the car. A dead 12V battery won’t wake the car. That’s true even if the main pack still has energy. Stopped on SR-14: what the law and Freeway Service Patrol actually do

California Vehicle Code 21718 generally bars stopping on a freeway. A disabled vehicle is an exception once you’ve summoned help. It’s also an exception if you must stop to avoid injury or damage. An officer can direct you to stop too. Call for help, then stay out of traffic.

Under CVC 21809, other drivers must move over or slow down. It covers a stopped emergency vehicle with flashing lights. It also covers a tow truck or Caltrans vehicle in that state. That rule is there for anyone on the shoulder.

Metro Freeway Service Patrol is a free program. Caltrans, CHP, and LA Metro jointly run it. Published help includes a gallon of gas and a tire change. It also lists a radiator refill on the same page. There’s a free tow to a CHP-chosen safe spot. Those pages don’t list mobile EV charging or an out-of-charge boost. Dial 511 and say Motorist Aid if you want FSP. Typical coverage is weekday peak commute hours. Metro also notes some midday, weekend, and construction-zone coverage. Confirm current hours on Metro’s FSP page. An empty EV may get a tow to a safe location. It won’t get a listed charge from FSP.

CVC 22651 lets CHP remove some unattended freeway vehicles. That includes a car left four hours or more. Don’t leave the car sitting while you walk for a plug. If the pack hit zero on that climb, use out of charge on the 14 near Acton.
