Pasadena’s pre-1980 housing share is 73.0 percent. Monterey Park’s pre-1980 share is 78.3 percent. Diamond Bar, farther east in this valley, is 51.8 percent. Alhambra isn’t a new tract city with panel upgrades in every garage. Overnight home charging was never designed into most of these blocks.
Southern California Edison still delivers the wires in Alhambra. The city belongs to Clean Power Alliance, which buys the generation. SCE still maintains the lines and reads the meter. The 710 stub dumps trips onto surface streets
Alhambra sits on I-10 in the west San Gabriel Valley. The unfinished SR-710 stub is a real traffic funnel. Trips that would have used a finished freeway dump onto surface streets instead. SR-19, Rosemead Blvd, takes a large share of that load. Valley Blvd and Fremont Ave take more of it. Main St through downtown adds lights, buses, and stop-and-go.
That mix drains a thin charge buffer on a hot evening. You leave a public stall, then sit in traffic with the AC on. San Gabriel Valley summers run well above the coastal basin. The Cal State LA edge sits on the west side of town. Class days and I-10 access stack extra parking time. A long sit is when a 12V battery often fails. The drive pack can still show miles, and the car still won’t wake.
Monterey Park, East Los Angeles, Pasadena, El Monte, and Commerce share this grid. An Alhambra stall is often the last mile of a valley trip.
If you stop on the 10
I-10 through Alhambra is the San Bernardino Freeway. Metro ExpressLanes also run on this I-10 corridor. You need a FasTrak transponder tied to a funded account to enter those lanes. Without one, Metro bills the plate under Pay-As-You-Go and adds a processing fee. Motorcycles are exempt from that transponder rule. If the car is already dying, don’t duck into an ExpressLane to stretch it. Get to a legal, safe stop instead.
California Vehicle Code 21718 bars stopping on a freeway in most cases. A disabled vehicle that has already summoned help is an exception. Call, then stay with the car if you can do that safely. CVC 21809 is the move-over rule. Approaching drivers must change to a non-adjacent lane if it’s safe, or slow. That protects anyone on the shoulder with lights flashing. CVC 22651 lets an officer remove a vehicle left unattended on a freeway for four-plus hours. Don’t walk away toward a stall and leave the car.

Empty pack or a 12V brick
From the sidewalk, both failures look like a dead EV. They aren’t the same job for the operator.
An empty high-voltage pack means you drove the miles out. You may still have lights and a charge warning. You need energy at the port, not a jump pack.
A dead 12-volt battery is the other common stall. The 12V wakes the computers, locks, and contactors. When it dies, the car is a brick. The main pack can be full the whole time. Hyundai, Kia, Ford, Chevy, Rivian, and Tesla all follow that split. Tesla 12V failure signs walks the Tesla version.
Tell the dispatcher which failure you’re in. “It rolled to a stop and the display reads zero” is an empty pack. “It won’t unlock and the screen stays dark” is 12V until someone tests it.

Free freeway patrol won’t charge the pack
Metro Freeway Service Patrol is free to motorists. Caltrans, the California Highway Patrol, and LA Metro run it together. Patrols work congested LA County freeways to clear stalls. Published help includes a gallon of gas and a radiator refill. Crews can tape a hose and change a flat. They can also tow a disabled vehicle at no charge to a CHP-chosen safe spot. You can dial 511 and say Motorist Aid.
The published list is written for gasoline cars. A 2026-09-18 read of metro.net and chp.ca.gov doesn’t list mobile EV charging. It also doesn’t list out-of-charge pack help. An empty EV on I-10 may get a free tow off the freeway. It won’t get a Level 2 fill from FSP. That’s an observed absence in the published materials.
Charge in place, or take the flatbed
A tow is correct for a tire you can’t drive on. It’s also correct for a suspension hit or a fault charging won’t clear. An empty pack on Main St is usually a curb charge. A 12V brick is usually a jump or a replacement in the same space. Hauling the car across the valley only to plug it in is the long way.
Tesla’s in-app roadside flow often sends a tow when you’re at zero. That’s Tesla’s program, not the only Alhambra option. Read on-site EV charging or a tow before you assume you need a flatbed. Non-Tesla cars use the same visit, with CCS or J1772. You don’t need a different phone tree for a Hyundai or a Ford.
Private lots follow CVC 22658 for removal. Tows need 17-by-22-inch entrance signs and notice to local law enforcement within one hour. If you return before the car leaves, they have to release it. Confirm storage rates with the lot before you pay. California doesn’t publish one statewide cap we could verify.
