Downey and Whittier buy generation through Clean Power Alliance. Southern California Edison still delivers the power and reads the meter. That split doesn’t wake a dead 12-volt. The City of Los Angeles is on LADWP power. None of those utilities can jump your car at the curb.

An empty traction pack still looks alive in the cabin. You still get lights on the cluster. You likely saw low-range warnings before it stopped. The charge port will still accept a cable. The car may have rolled a last few miles, then stopped.

Work these checks in order, and don’t skip ahead. Don’t jump to cables if the dash still has life. Hold the fob and try lock and unlock. A silent fob is a 12-volt clue. Use the physical key inside the fob if the handles don’t move. Try the dome light and the window switches. No response means the low-voltage system is gone. Look at the instrument cluster after the lights. A black screen is not a low-range message.

Hyundai added 12-volt Battery Save on Kona Electric models from 2019. The menu wording varies by year and trim. Look under Settings, then Vehicle, then Charge Settings. You’re hunting for the 12V Battery Save item. When it’s on, the car can pull a little current from the traction pack. That tops up the 12-volt if it falls too low. It’s a rescue mode, not a new battery. It won’t run forever as a substitute for a healthy 12-volt.

If the 12-volt is already dead, the screen is dark. You can’t enable the feature from a black cluster. You need an external jump before that menu appears. If you keep turning it on after every drive, the 12-volt is aging out. Have a shop load-test it before the next sit. Some owners notice faster drain after a software update. The 12-volt lives under the hood, not in the cargo well

Many EVs hide the 12-volt in the frunk or under the floor. The Kona Electric puts it in the front compartment. It sits on the driver’s side, toward the rear of that bay. It’s a standard 12-volt AGM battery in a strapped plastic tray. Confirm the exact layout in that year’s owner’s manual, because trim changes happen. Don’t guess the layout from a forum photo.

The regular hood latch is inside the cabin. A fully dead 12-volt can refuse an electronic release. Your manual shows an emergency hood release for that year. Use that path instead of forcing the panel. Hyundai also gives dedicated jump terminals under the hood. They’re easier than the battery posts in a tight bay. Black goes to the pack or donor negative. Then black to the Kona’s chassis ground last.

Let the pack feed the system for a couple of minutes. Then hold the brake and press Start/Stop until Ready comes up. Pull the clamps off in the reverse order. Take the ground off the Kona first. A jump is a bridge, not the repair

Once Ready is on, get the car to a Level 2 session. Leave it plugged in so the system can replenish the 12-volt. Confirm how long that year wants you to stay plugged in. California Vehicle Code 21718 generally bans stopping on a freeway. A disabled vehicle that has already called for help is an exception. Put your hazards on and stay out of live lanes while you wait. CHP can send a rotation tow from its agreement list. That rotation tow still doesn’t wake the 12-volt. California Vehicle Code 22651 lists when an officer may remove a vehicle. That includes traffic obstruction and four or more hours unattended on a freeway. Don’t leave a dead Kona on the 710 or the 91 overnight and hope.

In a private garage, California Vehicle Code 22658 governs private-property tows. The lot needs the required entrance signage and written authorization.
