An empty pack and a dead 12V aren’t the same stall

Your EV can fail two ways that look the same from the seat. The traction pack is empty, or the 12V that runs the computers is dead. Allstate’s add-on is the gas-car toolkit: jump, tow, tire, lockout, fuel. That helps a dead 12V, and it doesn’t charge an empty pack. Dark screens and doors that won’t unlatch point to the 12V. If the car is awake and the range is empty, you need a plug. Allstate’s usual next step is a tow to a shop or a charger. There’s no portable charging gear on that dispatch.

Empty on the 405, including Sepulveda Pass

The 405 through Sepulveda Pass climbs between the Westside and the San Fernando Valley. Cabin climate and that grade cut real range below the sticker. Don’t treat the dash number as a guarantee on that corridor.

California Vehicle Code 21718 bars stopping on a freeway. A disabled vehicle that’s already summoned help is an exception. You fit that exception once you’ve placed the call. Vehicle Code 22651 lets an officer remove a freeway vehicle. That clock starts after four hours unattended on the freeway. Sitting and hoping isn’t a plan on the 405.

Metro’s Freeway Service Patrol is free on congested Los Angeles County freeways. Caltrans, CHP, and LA Metro run that patrol together. Dial 511 and say Motorist Aid to reach them. Published help is a gallon of gas, a tire change, or a free tow. The published list doesn’t name mobile EV charging. An FSP truck can move you off the 405. It won’t charge the car while you’re on the shoulder.

A dead 12V in a downtown garage is a different mess

Leave an EV in LAX terminal parking for a week. You can come back to a car that won’t wake. Structures P1 through P7 offer Level 2 and DC fast charging. The Economy Parking garage has 514 active EV chargers. Those stalls still don’t protect a dying 12V battery. The car won’t wake to take a charge until that small battery is up.

Downtown structures work the same way after a long workday. The pack can still show range while the 12V is dead. Allstate can send a jump, as they would for a gas car. If the jump doesn’t hold, the plan moves to a tow.

On private property, Vehicle Code 22658 sets the non-consensual tow rules. If you return before the car leaves the lot, they have to stop. Confirm the lot’s process with the attendant on site. Don’t guess a fee, and don’t quote a statewide cap that isn’t published.

Check your Allstate tier for tow miles and caps

Allstate sells roadside as an add-on for many policies. It’s usually administered through Allstate Motor Club, not a local shop. Towing distance and any dollar cap differ by tier. A tow to a plug still burns the rest of the day
